■小泉解散に思う。vol.3（8月１８日）

小泉改革と根源療法
小泉首相といえば「行政改革」でしょう。それが実施されているか否かは争点になるところですが、私も本当に改革は必要だと思います。変えてみることに意味があるかも知れません。でも今のような状態で、「改革を叫んでいる間は基本的に対症療法の域から出られず、抜本的な変革は難しいのではないか」、そして「改革、改革と言っても、結局、英米のサッチャリズムやレーガノミックスのような改革は出来っこない」と思っているのです。これは政治家だけが悪いのではなく私自身も含め結局「この国はそんなに簡単には変わらないよ」の思いがあるからです。

本気で改革をしたければある程度原因の見えている対症療法よりは、日本人そのものを根本的に変える「根源療法」から始めないと難しいと考えるのです。

たとえば「構造改革か」「財政の緊急出動か」といった論議はどちらも病気の原因がある程度分かっていてそれをどう治すのかといったテーマで、前者は対症療法、後者は緊急医療とでもいえましょう。これに対し、私は今この国に最も必要なのはむしろ「予防医学」というか「根源療法」であろうと考えているのです。

この国の経済がデフレ基調から脱皮できないことが経済の活性化を妨げていることは今や誰もが認識している問題です。しかも、人口の5人に1人は65歳以上の高齢者社会になっており、同時に個人預貯金の７５％はこの高齢者が握っているという実態があります。今の政治の貧困はこの高齢者たちがわが身の明日を考えると、不安でお金が使えないという不幸にあります。確かに郵便貯金の異常な多さは問題ですが、それ以上に、生涯をかけて稼いできた自分の労働の成果を安心して使えないで呆けていく亡くなっていくという哀れをどう解決するかということのほうが大きな政治課題でしょう。ここには安心してご自分の稼いだ金を使い人生を楽しむ老後に自分のお金を使い切る仕組みが必要でしょう。

よく「江戸っ子は宵越しの金は持たない」といいます。これは江戸っ子の気風のよさを象徴するような表現ですが、実は宵越しの金など持たなくとも安心して人生を楽しみながら暮らしていける社会がそこにあったということでしょう。

それではどうしたら安心してお金を使いそれがわが国経済の活性化を牽引し、同時に楽しい人生をつくることが可能な社会状況がそこに出来るのでしょうか。

私はこの根源療法が解決できない限り、この国はいくら経っても金は持っているが世界からいっこうに尊敬されない不思議な国で終わるのではないでしょうか？

ではどうして具体的な解決を図るべきか、そのうちその私見を述べる機会を持ちたいと思います。

新しいブログ、なかなか刺激的ですね。
久しぶりに日本に帰国し、郵政民営化など、日本の政治を再度考える機会になりました。
日本の政治、難しい問題ですね。なんだか怪し気で危ない雰囲気です。自分と反対の意見を言う人がいるからこそ、議会政治の意味があり、民主主義が保たれるではないでしょうか。
さて、ウチは母方が東京ですが、江戸っ子が宵越しの金を持たないのは、隣近所が助け合うからだと思うのです。将来困ったら、誰かが助けてくれるという安心感が無意識にあるからでしょう。
さらに、大金が懐に無いときには、みんなで少しずつ出し合って楽しくやろうよという、暗黙の了解があります。
現在私はデンマークに住んでいるので、この暗黙の了解を知らずに周囲の善意に甘え切っていたり、知っていても自分の懐からは一銭も出さずに私腹を肥やす人々（日本人）に出会うと、とても悲しくなります。
安心感のある社会づくりについての御意見、楽しみにしています。
